You can scooters at 20%-50% off, depending on the make and model. Alternatively, you can search for manufacturers of scooters and see if you can buy directly from them.
Remember, though, being cheap does not always guarantee a good deal. If you see a certain scooter going on sale, see to it that it does not have any major defects. When stores sell bikes at a discount it should be because they need to dispose the old models quickly and not because there are damages to the bike.
